Torrance Daily Breeze California Fri. April 7, 1972 Lawndale: By Steve Staff Writer Most candidates for city council in Lawndale agree unanimously on one point. There is too much well wishing in the city and not enough definite action. Six of the nine candidates battling for three seats on the council presented their qualifications and views to the public Thursday night during a candidates forum held in the William Anderson School Auditorium in Lawndale. The forum, sponsored by the Lawndale Coordinating Council, drew a light crowd, a point capitalized on- several times byseveral of the candidates.
"You ask what is wrong with Lawndale," Calvin C. Ehinger. asked. "Why isn't this room filled? That's what is wrong with Lawndale." Ehinger, a 10-year resident of Lawndale, says residents lack community pride, which has been caused by a "falling away from God in government and in the home." All of the candidates agreed with Ehinger that community pride is not as good as it should be. "All I ever hear," Councilman Marvin Schwarzwalter, one of two incumbents in the race, said, "is clean up the city and get rid of the Ehinger presented no platform other than that of a concerned citizen and: Christian "who will serve clearly and justly." He did, however, take a definite stand against a local police force in Lawndale, citing "politics and favoritism that surround such forces" besides the economic unfeasibility of, the idea.

Steve Morris, a 24-year-old psychiatrict attendant at Harbor General Hospital and- a graduate of Lawndale High School, sharply disagrees with and the other four candidates on the police issue. "I'm not satisfied with the police protection we're now getting at a cost 'of more than $385,000 to the city," Morris said.
"We should be willing to pay a little more for a little better protection." The city contracts with the Los Angeles County Sheriff's Department for law enforcement in Lawndale. Morris cited long. delays in response from sheriff's deputies as a. key. problem with the present system.
Schwarzwalter, a former mayor of Lawndale, said" he places great faith in the sheriff's department and vowed to continue contracting for services. The other four candidates, James E. Berry, Marvin L. Kennedy, Morris A. Hooper and Ehinger, reiterated about the.
same feeling concerning the sheriff's department as Schwarzwalter did. Morris strongly advocates a city property tax in Lawndale while Schwarzwalter continues to echo the accomplishments of the city without the tax. "We talk of progress and solving problems," Morris said. "The first thing in solving problems is admitting there are problems. "Then the second thing you need is money to solve them." hall building as accomplishments "people said couldn't be done with money we had." Morris called the new city hall building a "facade" and said money used on projects to enhance, not improve the city, is wasted. "The money could better be used to aid residents of Lawndale," said Morris. Hooper, a pharmacy director at a Santa Monica hospital who has previously served on the council and was mayor -of Lawndale in 1967, said he feels the money spent on Hawthorne bewas justified cause "it attracts customers to our business district which in return produces added revenue to our city. This was 21 cents or 6.3 per cent above a year earlier.
The rise in hourly earnings plus a small increase in the length of the average work week boosted average rank-and-file pay by $1.09 per week to $131.73. gain in the average weekly paycheck was placed at $8.08 or 6.5 per cent over the year reduced the gain in purchasing power to $3.21 or 2.8 per cent. "We've been handling problems as they arise instead of planning to prevent them." One such problem in Lawndale is the financing of the city's civic center. Jim Berry, a salesman and a' member of the city's planning commission, suggested entering into a joint powers agreement with the YMCA and the Joslin Foundation as a means of generating "outside interest in the center." "The YMCA has been trying to get into the city for years," Berry said. "We should provide the land and they, should provide the building." Kennedy, president of the Lawndale Parks and Recreation Commission, said he encourages the YMCA to come into the city because "we can use their programs both our young and old." Kennedy is a strong advocate of two-way communications and supports community envolvement in use of the city's recreational facilities.
He says he whole heartedly supports a bill before the state Legislature which, if passed, will revise the use of the gas tax and permit smaller cities suchas Lawndale to use the money on community projects like the civic center. Kennedy vows that if he is elected he will make a practice of going out into the community seeking "community in-put." "If you can't take the horse to water, than I'll take the water to the horse," Kennedy said. Berry said he favors a plan which calls for city councilmen staying around city hall after regular hours "so working people can come to eity hall with a problem after they get off work." "The biggest problem is that most people work and they can't get to city council meetings," Berry said. "Then when they do get down to city hall they can't find a councilman Kennedy said' he favors -a sort of "rap session" with councilmen. "I'd like to have meetings without an agenda, so people can come before the council and air their complaints," Kennedy said.
Three other candidates one an incumbent failed to attend the forum. They are Robert R. Jeter, Charles W. Welker and Councilman Charles Dobbins.
